The President + 40 Senators

The President +40 can rule the US like a despot. 

New rules need to be passed which give the House or Senate separate powers to remove appointees by impeachment. Rules are needed that permit Congress to appoint special investigator to investigate the executive without the interference of POTUS. Otherwise, Lerner, Mrs. Clinton, and other criminals, will continue to serve at the convenience of the President, not under the rule of law. 
No one has been fired. Finding the Attorney General in Contempt did not remove him, and the political impotence of Congress engendered the anger we presently see in the choice of leading Candidates for the next Presidency.

The abuse of the filibuster requires that it be eliminated or modified so that no money bills may be pre-emptively stopped from being discussed and agreed to.  This is what happened this year when all money bills were passed by the House and none was considered by the Senate.  I would provide a certain number of filibusters (like peremptory challenges in court) which when used up force votes up and down, and when it came to the budget I would provide only 1/2 of the standard budget bills as the number.

Omnibus bills must be restricted to small period of time and only budget bills passed by both houses can serve for a full term.
