Tax Cuts vs Targetted Support

Hugh Hewett made an interesting and obvious point today which I had not considered.
When you cut taxes, not only don't you pick winners and losers, but you also eliminate the beaurocratic overhead and delay involved in managing the Help.
In California, over 80% of the stimulus money meant to improve our highways is still dormant, because of this beaurocratic overhead and delay. Hence more unemployment and the need for more extended unemployment insurace.
